What Are JOC Coefficients?
A coefficient is a numerical multiplier that is applied to the published pricing of a Unit Price Book. In the case of the RS Means Unit Price Book, contractors compete on discounts applied to published pricing.
The unit price multiplier that each JOC contractor proposed is to be applied for the nearest city (City Cost Index). Each job order will be broken down into individual tasks of work, and a total price will be determined based upon the unit price book rate and the contractor’s coefficient.

How the JOC Process Works
- Identify the project and BuyBoard JOC contractor of your choice.
- Work with the contractor to schedule a time to review the scope of work and develop a detailed cost proposal for the intended work. A contractor’s JOC proposal should include:
- Cover page
- Detailed scope of work (Inclusions, exclusions, qualifications)
- Detailed line-item proposal for tasks, quantities, and coefficient
- Accept the JOC proposal and issue a purchase order or contract to proceed.
- The contractor begins the work.
The base term for a JOC may not exceed two years. Your entity may renew the contract annually no more than three times.
How To Maintain Compliance
BuyBoard must receive a copy of the purchase order for the purchase to be considered a BuyBoard procurement. To ensure that your entity has satisfied state requirements for competitive procurement, verify that the BuyBoard has documented your purchases made using BuyBoard JOC contractors.
